BACKGROUND: The Supreme Court of Illinois Judicial College (Judicial College) was established January 1, 2016, by Order of the Illinois Supreme Court to provide comprehensive continuing education to Illinois judges and judicial branch justice partners including, adult, juvenile and detention officers, circuit court clerks and deputy clerks, trial court administrators, pretrial officers, Guardians ad Litem, and legal and administrative judicial branch staff. The Judicial College is comprised of seven Standing Committees and is governed by a Board of Trustees appointed by the Supreme Court of Illinois. The Division ensures execution of the goals, purpose, projects and priorities of the Judicial College.

ESSENTIAL RESPONSIBILITIES: The Supervising Senior Development Manager serves in a senior management position within the Administrative Office of the Illinois Courts Judicial College Division Development Unit. This position includes the direct supervision and management of Professional Development Managers and Learning Development Managers. The Supervising Senior Development Manager reports to the Illinois Judicial College Deputy Director of Development and collaborates with Supervising Senior Managers within the Division. The Supervising Senior Development Manager has responsibility for the implementation of related provisions of Strategic Plans, management of curricula, professional development, needs assessments and learning outcomes.

ESSENTIAL FUNCTIONS:

  • Thought leadership and collaborative execution of the goals, projects and priorities of the Judicial College Division.
  • Lead achievement of short-term and long-term goals, projects, and priorities.
  • Oversee the design, delivery, and evaluation of curricula, educational programs and courses for Illinois Judicial College judges and justice partners.
  • Ensure alignment with National Association of State Judicial Educators (NASJE) curriculum design models, Illinois Judicial College Bylaws, Board policies, and Comprehensive Education Plans.
  • Supervise and guide staff in the use of approved curriculum, course, and biographical templates and forms.
  • Ensure course content aligns with the approved course template, adult learning principles, and audiovisual standards, and review at each stage of the approval process.
  • Ensure use of evidence-based engagement practices.
  • Oversee professional development curricula.
  • Ensure all presentations, materials, and delivery methods meet instructional and educational design standards.
  • Facilitate best practices, with deference to Illinois Judicial College Bylaws, Board policies, and standards of curriculum and course design, delivery and evaluation, and adult learning and engagement.
  • Manage the workflow of Professional Development Managers and Learning Development Managers.
  • Manage staff use of technology platforms including Zoom, Slido, Google Workspace, Microsoft Office Suite, and Adobe Creative Suite.
  • Promote best practices for integrating technology to enhance teaching and learning.
  • Supervise the development and implementation of blended, asynchronous, synchronous, and hybrid course formats.
  • Encourage innovation through digital strategies and learner engagement tools.
  • Oversee staff portfolios and manage workloads to meet project timelines and organizational expectations.
  • Promote strategic thought and collaboration among staff, committees and workgroups.
  • Foster clear, professional communication and provide timely, constructive feedback.
  • Manage and perform other duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor’s degree is required. A minimum of seven years of relevant, increasingly responsible or progressive, related professional experience is required, including a minimum of two years supervisory experience. A combination of education and experience demonstrating the required competencies may substitute for the minimum qualifications. Candidate must have practical knowledge of the fundamentals of curriculum and course design established by the NASJE, and best practices for adult learning and engagement, including related audio visual and technology needs, and meeting and event set-up and banquet standards. Knowledge of the Illinois Judicial Branch is highly desired. Experience supporting high-functioning entities and organizations required. Candidates with a J.D., higher education or professional legal education background strongly desired.

  • Skilled in designing, delivering, and evaluating courses and faculty.
  • Ability to train curriculum and course designers in NASJE methods of instructional design.
  • Serve as a resource for faculty recommendations.
  • Mastery of instructional design and delivery strategies, learner engagement techniques, and teaching tools.
  • Proficient in Microsoft Office Suite, Zoom, Google products, Adobe Creative Suite, Slido, or equivalent technologies.
  • Adaptability, Confidentiality and Professionalism.
  • Ability to quickly learn and apply new educational methods and technologies.
  • Strong organizational skills; ability to manage multiple projects while maintaining standards and meeting deadlines.
  • Excellent verbal, written, and interpersonal communication skills, along with sound critical thinking abilities.
  • Familiar with asynchronous, synchronous, blended, and hybrid course design models.

PHYSICAL REQUIREMENTS: This position requires travel in and out of state including overnight stays; the ability to lift and carry objects (approximately 25 lbs), sit and/or stand for extended periods of time; to work in a standard office setting, using phones and processing written documents. Must have or be able to obtain a valid Illinois driver's license, proof of auto insurance, and a safe driving record when using a personal vehicle for state business.
