BACKGROUND: The Supreme Court of Illinois Judicial College (Judicial College) was established January 1, 2016, by Order of the Illinois Supreme Court to provide comprehensive continuing education to Illinois judges and judicial branch justice partners including, adult, juvenile and detention officers, circuit court clerks and deputy clerks, trial court administrators, pretrial officers, Guardians ad Litem, and legal and administrative judicial branch staff. The Judicial College is comprised of seven Standing Committees and is governed by a Board of Trustees appointed by the Supreme Court of Illinois. The Division ensures execution of the goals, purpose, projects and priorities of the Judicial College.

ESSENTIAL RESPONSIBILITIES: The Supervising Senior Operations Manager is a senior management position within the Administrative Office of the Illinois Courts Judicial College Division Operations Unit. This position includes direct management and supervision of designated Operations and Event Management staff, including but not limited to Operations Managers, Event Planners and the Program Coordinator. The Supervising Senior Operations Manager reports to the Illinois Judicial College Deputy Director of Operations and collaborates with Supervising Senior Managers within the Division. The Supervising Senior Operations Manager has responsibility for the implementation of related provisions of Strategic Plans, management of the Judicial College Division and Judicial College-wide budget, procurement and expenses, travel, attendance and leave, meeting and event logistics, and facilitates the daily operations of the Judicial College Division, the Judicial College, and the onboarding of new employees.

ESSENTIAL FUNCTIONS:

  • Thought leadership and collaborative execution of the goals, projects and priorities of the Judicial College Division.
  • Lead achievement of short-term and long-term goals, projects, and priorities.
  • Ensure compliance with Judicial Branch Procurement Code, Judicial Branch Travel Guidelines, policies and procedures.
  • Articulate operational directives, policies and procedures, providing clear guidance and support.
  • Ongoing strategic assessment of Judicial College and Judicial College Division functions, policies and procedures; offer recommendations to facilitate operational excellence.
  • Facilitate best practices, while being deferential to the practices and procedures of the Judicial College, and meeting and event logistics flowing from curriculum and course design, course delivery and evaluation, consistent with the fundamentals of curriculum and course design model established by the National Association of State Judicial Educators (NASJE), Judicial College Core Principles and best practices, while being deferential to the practices and procedures of the Judicial College, for adult learning, including the effective use of adult engagement tools.
  • Oversee staff portfolios and manage workloads to meet project timelines and organizational expectations.
  • Manage the Judicial College Division and Judicial College-wide daily operations, budget, procurement and expense tracking, staff travel, attendance and leave, meeting and event logistics; onboarding of new employees, as needed.
  • Promote strategic thought and collaboration among staff, committees and workgroups.
  • Foster clear, professional communication and provide timely, constructive feedback.
  • Manage and perform other duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor’s degree is required. A minimum of seven years of relevant, increasingly responsible or progressive, related professional experience is required, including a minimum of two years supervisory experience. A combination of education and experience demonstrating the required competencies may substitute for the minimum qualifications. Candidate must have practical knowledge of the fundamentals of curriculum and course design established by the NASJE, and best practices for adult learning and engagement, including related audio visual and technology needs, and meeting and event set-up and banquet standards. Knowledge of the Illinois Judicial Branch is highly desired. Experience supporting high-functioning entities and organizations required. Candidates with a J.D., higher education or professional legal education background strongly desired.

  • Proficient in the use of Microsoft Teams, Microsoft Office Suite (Microsoft Word, PowerPoint, Excel and Outlook), Zoom products, Google products (Classroom, Docs, Forms, Sites, Drive), and familiarity with Slido or other audience response technologies.

PHYSICAL REQUIREMENTS: This position requires travel in and out of state including overnight stays; the ability to lift and carry objects (approximately 25 lbs), sit and/or stand for extended periods of time; to work in a standard office setting, using phones and processing written documents. Must have or be able to obtain a valid Illinois driver's license, proof of auto insurance, and a safe driving record when using a personal vehicle for state business.
