The Office of Statewide Pretrial Services’ (OSPS or Office) mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. The OSPS is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office develops pretrial standards and employs pretrial service officers who conduct pretrial investigations and provide pretrial supervision.

ESSENTIAL DUTIES: The Senior Human Resources Analyst works under the guidance of the Deputy Chief of Staff, OSPS Human Resources and is responsible for providing comprehensive human resources support to the Office of Statewide Pretrial Services (OSPS), including employee relations, employee advocacy, classification, compensation, and employee reward and recognition programs.

FUNCTIONS INCLUDE:

  • Performs complex tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Assists in creating strategies for succession planning and leadership development.
  • Oversees the performance evaluation process and supports managers in setting performance goals and expectations, addressing performance issues, and creating performance improvement plans.
  • Develops and implements strategies to enhance employee engagement and morale.
  • Develops and implements employee reward and recognition programs, and professional development opportunities.
  • Participates in recruiting, including creating vacancy announcements, posting to internal and external sources, responding to applicants, performing reference checks, and administering testing when requested.
  • Updates and maintains human resources processes and procedures, job descriptions, and other human resource related manuals.
  • Performs research on human resource topics and prepares reports of the overall findings.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Performs other duties as assigned.

EDUCATION AND EXPERIENCE:

Minimum Qualifications:

  1. A Bachelor’s Degree in Human Resources or a related field, or equivalent experience.
  2. Five or more years professional working experience in a public or private organization.
  3. Three or more years of experience working in human resources.
  4. Proficient in the use of Microsoft Office products (i.e., Word, Excel, Access, PowerPoint, Outlook).
  5. Must possess a valid Illinois driver’s license and demonstrate proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.
  6. Effective oral and written communication, presentation, facilitation, and interpersonal skills.
  7. Excellent organizational, time management, and interpersonal skills.
  8. Knowledge of the Workers' Compensation Act, the Fair Labor Standards Act (FLSA), and other applicable state/federal statutes and regulations.

Preferred Qualifications:

  1. A Master’s Degree in Human Resources or a related field.
  2. Society for Human Resource Management (SHRM) certification or HR Certification institute Certification (HRCI).
  3. Ability to positively and professionally interact with co-workers.
  4. Ability to maintain high standards of confidentiality and respond to change productively.
  5. Strong attention to detail.

PHYSICAL REQUIREMENTS: This position requires the ability to sit for extended periods of time. This is a professional office working environment, requiring telephone usage and the ability to process written documents. Applicant must have the ability to travel and possess a valid Illinois driver's license and demonstrate proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record. Occasional overnight travel is required.
