The Office of Statewide Pretrial Services’ (OSPS or Office) mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. The OSPS is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office develops pretrial standards and employs pretrial service officers who conduct pretrial investigations and provide pretrial supervision.

ESSENTIAL DUTIES: The Human Resources Manager performs functions of the Human Resources Section including recruitment, candidate selection, classification, compensation, and employee performance management. This individual performs work under the direction of the Deputy Chief of Staff, OSPS Human Resources.

FUNCTIONS INCLUDE:

  • Oversees OSPS recruitment and selection programs including writing job descriptions, developing interview polices, finding new recruitment sources, checking references, interviewing applicants and recommending candidates to Director and Chief of Staff for final decision.  
  • Oversees recruitment and hiring processes including developing interview questions, finding new recruitment sources, checking references, and interviewing applicants.
  • Collaborates with managers to draft job descriptions.
  • Monitors compliance with EEO regulations, policies, and reporting deadlines.
  • Oversees annual performance evaluation process for employees.
  • Develops and oversees a robust program for onboarding and offboarding of employees.
  • Provides training and assistance to managers and supervisors on human resource related issues such as the American’s with Disabilities Act (ADA), the Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), State of Illinois Occupational Safety and Health (OSH) Act, workers’ compensation, leave, benefits, and other employee related issues.  
  • Oversees the review, tracking, and documentation of mandatory and non-mandatory trainings, including safety training, ethics, and anti-harassment training.
  • Coordinates with AOIC Human Resources and Payroll on personnel actions, job descriptions, onboarding, offboarding, and other human resources related matters related to hiring and recruitment.
  • Reviews payroll reports and unpaid or overtime hours for payroll processing.
  • Prepares and analyzes hiring, recruitment and retention data, identifying trends and patterns.
  • Provides support and guidance regarding complex, specialized, and sensitive human resources matters such as coaching employees, the reasonable accommodation process, leave and benefits, and time usage.
  • Determines FMLA eligibility and administers leaves of absence.
  • Administers timekeeping system by reviewing and preparing leave paperwork, running monthly and yearly reports, and notifying payroll of necessary deductions or payouts.
  • Conducts investigations into allegations of employee misconduct, including developing an investigation plan, identifying necessary parties to interview and investigation questions.
  • Prepares written findings of investigations, including preparing exhibits and preserving evidence.
  • Reviews policies and practices to maintain compliance with federal, state and local employment laws and regulations.
  • Serves as a supervisor by providing instructions, setting expectations, observing performance, providing feedback through ongoing and annual performance evaluations, participating in the hiring process, and recommending corrective or disciplinary action when necessary.
  • Performs other duties as assigned.

EDUCATION AND EXPERIENCE:

Minimum Qualifications:

  1. A Bachelor’s Degree in Human Resources or a related field.
  2. Seven or more years professional working experience in a public or private organization.
  3. Three or more years of experience working in human resources.
  4. Proficient in the use of Microsoft Office products (i.e., Word, Excel, Access, PowerPoint, Outlook).
  5. Must possess a valid Illinois driver’s license and demonstrate proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.
  6. Effective oral and written communication, presentation, facilitation, and interpersonal skills.

Preferred Qualifications:

  1. A Master’s Degree in Human Resources or a related field.
  2. Five or more years of experience working in human resources.
  3. One or more years supervisory experience.
  4. Society for Human Resource Management (SHRM) certification or HR Certification institute Certification (HRCI).
  5. Ability to positively and professionally interact with co-workers.

PHYSICAL REQUIREMENTS: This position requires the ability to sit for extended periods of time. This is a professional office working environment, requiring telephone usage and the ability to process written documents. Applicant must have the ability to travel and possess a valid Illinois driver's license and demonstrate proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record. Occasional overnight travel is required.
