BACKGROUND: The Supreme Court of Illinois Judicial College (Judicial College) was established January 1, 2016, by Order of the Illinois Supreme Court to provide comprehensive continuing education to Illinois judges and judicial branch justice partners including, adult, juvenile and detention officers and managers, circuit court clerks and deputy clerks, trial court administrators, pretrial officers, Guardians ad Litem appointed by the Court in abuse and neglect matters, parent attorneys, appellate clerks, legal researchers, law clerks, and other legal and administrative judicial branch staff, including employees of the Administrative Office of the Illinois Courts (AOIC).
The Judicial College is charged with the design and delivery of Illinois Judicial Branch employee (judicial and non-judicial) continuing education, and the professional development of faculty, staff, Committee and Workgroup members engaged in faculty selection, and curriculum and course design. The seven Judicial College Standing Committees and Standing Committee Workgroups fall under the governance of the Judicial College Board of Trustees and the leadership of the respective Standing Committees appointed by the Supreme Court of Illinois. Staff of the Judicial College Division work collaboratively with AOIC Divisions, Judicial College Standing Committees, Standing Committee Workgroups and, as needed, non-Judicial College Supreme Court Boards, Commissions, Committees and Task Forces, to facilitate the execution of the AOIC and the Judicial College Board, Committee and Workgroup goals, projects, and priorities related to continuing education and professional development. AOIC Executive, Learning & Development, Professional Development eLearning & Technology Operations and Event Management staff within these Division Units collectively contribute to this effort.
POSITION OVERVIEW
Learning & Development Managers (LDMs) work directly with approved Judicial College faculty to facilitate final course delivery in a manner that reflects consistency with the approved Course Design Template(s) and Judicial College adult learning professional development standards. Using timelines, Course Development Worksheets, and other tools, staff schedule faculty meetings, and manage faculty development of course outlines and plans, learning activities, teaching and reference materials, consistent with the approved course description, learning objectives, course length and other expectations. Faculty rely on LDMs to develop all components necessary for the successful delivery of an educational event or a single course delivered as a live webcast. LDMs must be aware of related educational events themes and course expectations, have familiarity with the course goal, description, learning objectives, professional competencies of the target audience, develop timelines to ensure adequate planning time, schedule faculty planning meetings, provide meeting management and meeting recaps, develop PowerPoint presentations and other documents, as needed, suggest learning activities, and are also expected to be independently familiar with technologies that support this role, including audience engagement. LDMs also must engage with the Division Operations and Event Management staff and become familiar with the venue and/or specific classroom set-up, technology needs and expectations, and in the case of live webcasts, must collaborate with eLearning and Technology staff and become familiar with platforms utilized for live webcasts.
LDMs should expect other duties to be assigned depending upon need. Work portfolios will vary and considerations may include, demand, timelines, level of experience, existing portfolio duties, content knowledge, planned and proposed education events and live webcast, and overall demand and suitability to manage the specific tasks. It is important to note, LDMs do not teach courses, but are significant and impactful in the support and guidance of the subject matter experts – judges and non-judges approved to teach. This position reports to the Associate Deputy Director of Learning and Development, unless otherwise determined.
KNOWLEDGE, SKILLS, DUTIES, AND RESPONSIBILITIES:
- Schedules faculty meetings and related meetings necessary to guide Judicial College faculty across professions through the execution of learning strategies for approved courses and educational events.
- Aids management and preparation for course and educational event delivery consistent with the position overview.
- Participates in Judicial College Professional Development and develops professional competencies necessary to guide faculty through the development of course content, learning activities, teaching and reference materials and successful course delivery.
- Ensures course presentations are consistent with approved agendas and course design templates, adult learning principles and audio-visual standards.
- Utilizes timelines and Course Development Worksheets as a tool to facilitate the orderly development of a course outline or plan, learning activities and strategies, teaching and reference materials, consistent with the approved Course Design Template
- Manages assigned portfolio responsibilities efficiently and effectively and prioritizes workflow consistent with timelines and overall expectations.
- Develops a working knowledge of the curriculum and course design model established by the National Association of State Judicial Educators (NASJE); Judicial College Bylaws, Board policies and Standing Committee Comprehensive Education Plans and Division operations.

SKILLS:
- Mastery of adult learning practices and learning engagement techniques and tools.
- Proficiency in the use of Microsoft Teams, Microsoft Office Suite (Microsoft Word, PowerPoint, Excel and Outlook), Zoom, Google products (Docs, Sites, Drive).
- Ability to utilize audience response systems and related instructional technologies and tools.
- Ability to manage multiple projects simultaneously.
EDUCATION AND EXPERIENCE REQUIREMENTS: A minimum of three years of relevant professional experience required. Experience developing curriculum and courses for adult learners strongly preferred. Bachelors’ degree required, J.D. preferred. Masters in curriculum and instruction, teaching and learning or related content area, considered.
PHYSICAL REQUIREMENTS: This position requires overnight travel in and out of state, the ability to lift and carry objects (approximately 25 lbs), sit and/or stand for extended periods of time; ability to use office equipment and process written and electronic documents. Must have or be able to obtain a valid Illinois driver's license.
Currently, the position is primarily remote, but employees may select to work from the Chicago AOIC office. Employees will be provided necessary computer equipment for work duties but must have sufficient home internet (at no cost to employer) in order to work remotely. Candidates must be able to report to the Chicago office when in-person work is required and when it becomes the standard work model once again.
