The Financial Division is responsible for overseeing the financial operations of the Judicial Branch through its three operational units: the Payroll Unit, the Accounting Unit, and the Fiscal Unit.
The Payroll Unit maintains comprehensive payroll records for current state-paid judicial branch employees as well as records for all former judicial branch officers and employees. Staff in this unit work with the Office of the Comptroller to generate both monthly and semi-monthly payrolls for over 1,700 current judicial branch employees. Payroll Unit staff interact with representatives of the Judges’ Retirement System and the State Employees’ Retirement System to ensure the continuity of benefits for judicial branch officers and employees. The Payroll Unit also coordinates various employee benefit programs offered by the state, including health, dental, life insurance, and the 457(b) optional retirement plan.
The Accounting Unit reliably processes all payment vouchers for the Supreme Court, the Appellate Court, the state paid functions of the Circuit Courts, and the Administrative Office. The Accounting Unit maintains meticulous financial records regarding the expenditure of resources appropriated by the General Assembly. Staff in this unit work closely with the Comptroller’s Office to reconcile payment information necessary for the timely submission and payment of judicial branch bills.
The Fiscal Unit supervises all procurement activities and manages all grants for the Judicial Branch. This Unit also generates detailed financial reports for the Administrative Director and judicial branch management, tracking daily expenditures, contractual commitments, statutory requirements, and projected funding needs. This unit also prepares comprehensive financial documentation to support the development and implementation of the Judicial Branch’s annual budget.
