About the Judicial Performance Evaluation Program

The Judicial Performance Evaluation (JPE) program provides Illinois judges with confidential, research‑supported feedback to strengthen professional performance and enhance public trust in the judiciary. Through surveys completed by attorneys, court staff, and other courthouse personnel, the program gathers insights on legal ability, impartiality, communication, demeanor, and courtroom management. These data inform individualized evaluation reports and confidential facilitation meetings that help judges identify opportunities for professional development. The program operates under Illinois Supreme Court Rule 58 and is a core initiative supporting judicial excellence statewide.

Purpose of This RFP

The Administrative Office of the Illinois Courts is seeking a qualified organization to administer the statewide Judicial Performance Evaluation program, including survey distribution, secure data collection, statistical analysis, report preparation, training and facilitation support.

• Administer all survey and data operations securely and confidentially
• Design and maintain validated survey instruments
• Conduct statistical analysis, benchmarking, and narrative summary work
• Produce confidential evaluation reports for participating judges
• Train and support judicial facilitators
• Maintain strict compliance with Rule 58 confidentiality requirements
• Provide quarterly and annual program evaluation updates
• Demonstrate strong experience with large‑scale survey programs, data security, and analysis
