Named for James Monroe, statesman and fifth president of the United States. He held numerous state and national offices in nearly 50 years of public service, and was a popular Democratic-Republican president (1817–1825).
The county seat is Waterloo, where an historic courthouse, with new addition sits as the centerpiece of the Courthouse Square.
Named for Oliver Hazard Perry, a Commodore of the United States Navy, who won distinction as Commander of the fleet in the battle of Lake Erie, in 1813.
The county seat was created in Pinckneyville, and named in honor of Charles Coatesworth Pinckney, a Revolutionary War hero.

Named for Arthur St. Clair, Governor of the Territory of the United States northwest of the Ohio River.
For twenty-four years the Cahokia Courthouse served as a US. Territorial courthouse and an important center of political activity in the Old Northwest.
By 1814, however, the county's jurisdiction decreased to its present size, and Belleville became the center of its increased population. Constantly threatened by floods at Cahokia, the county seat was finally moved to Belleville in 1814.
